Joe leads the DCI team for The Smith Center for the Performing Arts in Las Vegas and has over 20 years experience in the European and North American construction markets in both professional practices and construction companies. He has an in-depth knowledge of design and construction stage cost control and project management techniques gained from his involvement in both the private and commercial sector, embracing performing and visual arts, specialist hospital, residential, educational and leisure facilities.
Joe is both a Chartered Quantity Surveyor (RICS) and a fully qualified Project Manager (MAPM) with a Post Graduate in Project Management (Owners Representation) obtained from Reading University, England where he also obtained his B.S. degree in Construction Cost Economics. He is a member of many organizations including SAVE International (Value Engineering Society), and also, being a LEED Accredited Professional, has written articles on the cost of LEED certification.

Mr. Dwyer specializes in the application of toxicology and risk analysis to the assessment of human health risks associated with exposure to chemicals in the natural and build environment. He has served as the project/task manager on risk assessments performed under federal (CERCLA, RCRA) and state guidelines. He is the senior author or co-author of more than 150 client-funded risk assessment and toxicology reports. Mr. Dwyer also has provided expert testimony and litigation support on behalf of the U.S. Department of Justice, local governments and private clients. Mr. Dwyer earned a Ph.D. in pharmacology in 1989 and is a diplomate of the American Board of Toxicology.
Redevelopment of brownfields and other former industrial properties is an active area of practice for the Kleinfelder risk analysis and toxicology group. Some key recent projects include health risk evaluations of more than 400 acres of pesticide-affected agricultural land in Massachusetts slated for residential development and a 25-acre big box retail development in Southern California. Last year, the state of Nevada selected Kleinfelder to support the Nevada Division of Environmental Protection Brownfields Program.
